October 23, 2007
Administrative Issues
- Overhead
& Fixed Fee – it was noted that the proposed Fixed Fee schedule
prepared by DelDOT was received by ACEC Delaware and will be reviewed by the general
membership. A meeting will be scheduled with DelDOT to discuss ACEC Delaware
comments.
- DelDOT
Errors and Omissions Policy – Bob Taylor will discuss with DelDOT
DAG Fred Schranck and then contact Mike Angelo.
Specific Issues
- TIS
Reviews – new contacts with JMT and McCormick Taylor have been
executed. Contract with E&K is in process. The full TIS option has
been selected by one developer at this time.
- Subdivision/Entrance
Plan Reviews – Ralph Reeb suggested that ACEC Delaware appoint one
representative person for each county to participate in discussions to
improve the process.
- Entrance
Manual and Subdivision Street Guidelines – Public Information
Meeting scheduled for 10/30/07 at DelDOT Administration Building.
- SB 284
Procedures – Ralph Reeb provided DRAFT procedures for developer right of
way acquisition to ACEC Delaware for review and comment. ACEC Delaware will circulate
to the general membership, gather all comments and review with DelDOT.
- Traffic
Control Manual – the new manual will be included in the November
Delaware Register. It is hoped that the manual will be effective 11/20/07.
- Utility
Manual – the manual is on the DelDOT web site. Additional up-dates
will occur as necessary. Fran Hahn, DelDOT Chief of Utilities, will be
giving a presentation on the manual at the DelDOT Winter Workshop.
General Issues
- CTP
Update – no additional revenue increases are being proposed for this
year. DelDOT will be making their presentation to the Budget Committee in
mid-November.
- Future
Requests for Consultant Services
- US
301 – RFQ will be let in November. One firm will be selected as a
GEC and 4 other firms will be selected for various design contracts.
- Others
– Indian River Design/Build contract will be posted in the near
future.
- Legislative
Issues – House Resolution (No. 28) sponsored by Representative
Valihura, established a task force to study all aspects of the Delaware
Brown Sign program including but not limited to eligibility, application
process, approval process, locations, design, funding and maintenance
responsibility. The task
force must report its findings and recommendations to the 144th
General Assembly by April of 2008.
The task force consists of two House representatives, Bob
Hutson/DelDOT, a representative of DEDO, and members of seven tourist
destinations. The issues the
task force is currently taking issue with are:
1)
Eligibility: a)
That the location must be open to the general public at least five days per
week and at least five and a half hours per day. b) That the organization must have proven non-profit status.
2)
Placement: That
signs shall be no more than three miles from the attraction. Trailblazer signs with arrows shall be
placed at all decision points and may be placed at straight-through
intersections and on a continuous road if there is no sign for more than two
miles.
- Consultant
Control Coordinator – Jim Hoagland has been promoted to the Contract
Administrator position in DelDOT. DelDOT has received applications for the
Consultant Control Coordinator that Jim recently vacated. DelDOT hopes to
have the vacant position filled shortly.
DelDOT Needs
- How
can ACEC assist DelDOT? – DelDOT suggested that ACEC Delaware name an
advocacy point of contact. DelDOT also suggested that support by ACEC Delaware
for the new Subdivision Manual would be beneficial in getting the manual
approved for use.

Action Items:
- Bob
Taylor will contact Mike Angelo with the results of his discussion with
Fred Schranck concerning the E&O Policy.
- ACEC Delaware
will circulate the proposed profit policy to its general membership for
comment. A meeting will then be scheduled with the DelDOT Profit and
Overhead Subcommittee to discuss comments on the proposed policy.
- ACEC Delaware
will forward the names of 3 individualÕs representative of each county to
assist DelDOT with refining the Subdivision/Entrance Review process. Names
will be submitted to Ralph Reeb.
- ACEC Delaware
will circulate the DRAFT SB 284 procedures for comments. A meeting will be
scheduled with DelDOT to discuss the ACEC Delaware comments.
- ACEC Delaware
will select an individual that will serve as a contact person for advocacy
issues with DelDOT.
