RE: TOWN
OF MILTON PARTNERING MEETING MINUTES
A Sussex
County Partnering Committee meeting was held on December 17, 2007 with the Town
of Milton. Meeting attendees
included:
George
Dickerson Town
of Milton, Town Manager
Debbie
Pfeil URS,
Senior Planner
Bret A.
Martine Century
Christopher
Weeks Becker
Morgan
Jessica
Nichols Karins
and Associates
The
following items were discussed:
1-Comprehensive
Plan Update: URS is
doing the Comp Plan update. The Update
will include Development Design Standards, Mixed use Development-Commercial
component, and revised growth areas.
They have not determined yet whether Design Standards will be broken
down and specific to districts (downtown, historic, waterfront, etc.) which is
how they would like to do it, but the State funding that has been allotted for
the updates to the comp plans is minimal and there may not be enough money to
break the standards down in this manner. The next public meeting of the
Comprehensive Plan Committee is Thursday, January 10, 2008.
2-Development
of Planning Processes: URS is developing detailed
Planning process to be adopted in the Town of Milton Code for “Guidance &
Assistance for Development Projects” which will outline the schedule of
meetings, review process, etc. complete with checklists. This currently does not exist for the
Town of Milton; the process varies on a plan by plan basis.
3-Source
Water Protection Plan: Milton will most likely
choose to adopt the most lenient version of Source Water Protection Plan
available that can be approved by the State in order to minimize the impact on
development and landowners.
4-Sewer
EDU capacity/availability: Tidewater is now the owner/utility
service provider for sewer in the Town of Milton. Any proposed development within Milton or wishing to be
annexed into Milton shall first obtain a Willing and Able to Serve letter from
Tidewater.
