Re: NCC Partnering Meeting Minutes – February 18, 2008

At 3:00 PM on Monday, February 18, 2008, the NCC Partnering Committee met to review topics to include on the agenda for the next meeting with New Castle CountyÕs Land Use Department. The following topics were discussed.
Topics for Discussion with Land Use include:
1.
Water Management Code
– We will check the status.
We will ask their thoughts on how to handle de-icing salts in
infiltration practices.
2.
Two Step Process
– We will check on the status.
Will it be introduced to Council in March?
3.
Bio-Retention Soil Mix – We will check on the status of any demonstration projects for
mixes using native soils and ask if there is any grant money available to help
with a demonstration project.
4.
Plan Approval Terminology – We will review the CountyÕs terminology for finding plans
acceptable and unacceptable.
5.
Submission Checklist
– We will check on the status of the CountryÕ proposed Òcomplete
submittalÓ checklist.
6.
Title Subdivision
– We will ask how the individual lots are treated in future subdivision
plans, always together? Or as
individual entities?
7.
Next Meeting
– The next scheduled meeting with Land Use will be held on March 3, 2008
at 2:00 PM, in the Land Use office.
Issues removed from the formal agenda, but kept on our
list to remind us to keep track of progress:
1.
Street Trees
– We will take this issue off the agenda until the County has more
manpower available to review the options.
2.
Property Monumentation – We will take this item off the agenda until the next omnibus
ordinance is being prepared.
Possible topics for future meetings:
1.
Steep Slopes
– At some point we will try to suggest a modified way of delineating
steep slopes that will be easier than the current method. We will hold off this discussion until
after the Water Management Code is done.
2.
Workshops –
We will discuss collaborating on workshops to review Green Technology design
concepts after the Water Management Code is adopted.
Topics for discussion with Special Services include:
1. Sanitary Sewer Design Review Time Frames – Update of review time frames.
2. Northern and Southern Sewer – Update of improvements progress.
3. Workforce – Update on new hire.
4. Next Meeting – Our next meeting is scheduled for April 21, 2008 at 2:00 PM. I will confirm with Special Services.
Issues being maintained for future discussion:
1. Specifications – The last update of the Standard Specifications is dated 1975. Special Services is currently working on updating these specifications.
