Re: NCC Partnering Meeting Minutes – January 7, 2008

At 2:00 PM on Monday, January 7, 2008, the NCC Partnering Committee met with New Castle County’s Land Use Department. The following topics were discussed:
1.
Water Management Code
– The code has been reviewed by the County’s law department. The County intends to introduce the
ordinance to Council within a few weeks.
2.
Two Step Process
– The County intends to introduce the ordinance to Council within two
months.
3.
Bio-Retention Basin Soil Mix – The County has not had any requests for demonstration projects
to use a modified soil mix.
4.
Plan Approval Terminology – We requested the County provide a more consistent terminology
for approval and rejection of plan submittals so that it was clear when a
resubmittal was necessary. We also
asked the County to separate the comments that were causing the need for the
resubmittal so that we could focus on resolving those issues and resubmit as
quickly as possible. The County
representatives who were looking into this issue were not at the meeting so we
did not discuss this issue.
5.
Submission Checklist
– The County presented a draft of a checklist. This list included some of the items needed but not all of
them. Their thought was that the
other items were included on other checklists and this was more a checklist of
items needed for engineering. We
suggested that the list may be viewed as an all inclusive list and could be confusing. We requested that the County consider
preparing one all inclusive list.
6.
Title Subdivisions
– We wanted to discuss revisions to Title Subdivisions but noone from
Planning was present so this topic will be included in our next meeting.
7.
Next Meeting
– The next scheduled meeting with Land Use will be held on March 3, 2008
at 2:00 PM, in the Land Use office.
