Re: NCC Special Services Partnering Meeting Minutes, January 25, 2010

At 2:00 PM, on Monday, January 25, 2010, the NCC Partnering Committee met with New Castle County’s Department of Special Services. The following topics were discussed:
1. Sanitary Sewer Design Review Time Frames – Special Services is currently completing plan reviews in about 2 weeks. The low volume of submittals is part of the reason for the relatively rapid turnaround time. Special Services is working on combining the Exploratory and Preliminary Plan Checklists into a new Exploratory Plan Checklist to be more appropriate for use with the new 2-step process. They are also planning on getting their drafting technicians involved in Exploratory reviews for training and more involvement in the process.
2. Northern Sewer District – There is currently a lot of work going on. Stoney Creek plans will be bid in February 2010. There is going to be an internal meeting on capacity. The thought is to “open” Brandywine Hundred area up as overflows are down from last year. There would still be restrictions subject to local capacity constraints.
3. Southern Sewer District – The County is currently not expecting any additional sewer work in Southern New Castle County in the foreseeable future. They are looking at the financial model and agreements and may restructure them to possibly reduce “up front” requirements.
4. Checklists, Guidelines, and Design Policies – Jason has completed a draft of the Design Policy update and Construction Plan Checklist and sent it to us for our comments on December 30, 2009. We reviewed several “minor” comments/clarifications. The County will entertain comments for two (2) more weeks and plan to issue for use on March 1, 2010. They are still working on cleaning up some of the details and are looking into a way to reduce the altering of their standard details. They are also looking at inspections/acceptance testing. They are trying to eliminate “lamp testing” and use some other form of testing due to the confined space entry requirements.
5. Next Meeting – Our next meeting is scheduled for April 26, 2010 at 2:00 PM.
