Re: NCC Partnering Meeting Minutes – December 8, 2008

At 3:00 PM on Monday, December 8, 2008, the NCC Partnering Committee met to review topics to include on the agenda for the next meeting with New Castle County’s Departments and other local municipalities. The following topics were discussed.

Topics for Discussion with Land Use include:

1. Water Management Code – We will check on the status.

2. Work Force Housing Stay – We will check on the status.

3. Minor Changes to Record Plans - We will continue our conversation about a process for approving “Corrective” changes to Record Plans. We will present a short list of possible changes acceptable to be considered as corrective, including changes Phase lines.

4. Construction Shutdowns – We will check on the status of their initiative and review our comments on their checklist.

5. Sediment & Stormwater Checklist – We will review our comments on the proposed checklist revisions.

6. Next Meeting – The next scheduled meeting with Land Use will be held on January 12, 2009 at 2:00 PM, in the Land Use office.

Issues removed from the formal agenda, but kept on our list to remind us to keep track of progress:

1. Street Trees – We will take this issue off the agenda until the County has more manpower available to review the options.

2. Property Monumentation – We will take this item off the agenda until the next omnibus ordinance is being prepared.

3. Landscaping and Parking Requirements

Possible topics for future meetings:

1. Steep Slopes – At some point we will try to suggest a modified way of delineating steep slopes that will be easier than the current method. We will hold off this discussion until after the Water Management Code is done.

2. Sidewalk Requirements

Topics for discussion with Special Services include:

1. Sanitary Sewer Design Review Time Frames – Update of review time frames.

2. Northern Sewer District – Update of improvements programs.

3. Southern Sewer District – Update of improvements programs.

4. Checklists and Guidelines – Update of revisions.

5. Design Policies – Update of revisions

6. Future Requests for Proposals – We will request a list of projects that may be near the stage where they will be soliciting design proposals.

7. Next Meeting – Our next meeting is scheduled for January 26, 2009 at 2:00 PM. I will confirm with Special Services.

Issues being maintained for future discussion:

1. Specifications – The last update of the Standard Specifications is dated 1975. Special Services is currently working on updating these specifications.

City of Wilmington

We met with the City of Wilmington, at one of their “cluster” meetings, on November 10^th, at 9:00. We will maintain contact with the City through Peter Besecker. They may have some ordinances and other policies planned that we could help with.

City of Newark

I will schedule a meeting with the City of Newark.
