Re: NCC Special Services Partnering Meeting Minutes, November 9, 2009

At 2:00 PM, on Monday, November 9, 2009, the NCC Partnering Committee met with New Castle County’s Department of Special Services. The following topics were discussed:

1. Sanitary Sewer Design Review Time Frames – Special Services is currently completing plan reviews in 3 to 4 weeks. The volume of submittals has dropped in the last three months. Recent submittals have predominately been for lots with unique and difficult connections.

2. Northern Sewer District – All project are moving along according to schedule. A number of trunk line projects have been bid recently and the bid prices lower than expected ($2.5M vs $4M). Special Services is trying to take advantage of this excellent pricing environment by getting more projects out for bid.

3. Southern Sewer District – The County is currently not expecting any additional sewer work in Southern New Castle County in the foreseeable future. They saw 9 building permits this summer.

4. Checklists, Guidelines, and Design Policies – Jason has completed a draft of the Design Policy update and will send that to us for our comments soon. They are still working on cleaning up some of the details. They are looking at changing the minimum manhole size to 5 feet to meet new Confined Space air mass requirements.

5. Next Meeting – Our next meeting is scheduled for January 26, 2010 at 2:00 PM.
