Re:                   NCC Partnering Meeting Minutes – November 2, 2009

 

 

 

At 2:00 PM on Monday, November 2, 2009, the NCC Partnering Committee met with New Castle County’s Land Use Department.  The following topics were discussed:

 

1.              Enhanced Review (Two Step) Process Ordinance – This ordinance has been approved by Council and will take effect January 1, 2010.  The County will be advertising the revised fee schedule soon.  They are also trying to have a couple of workshops to review the revised process with the engineering community.  We are working on when these could occur, possibly in the next few weeks.

 

2.              “Smart Code” Ordinance  - This ordinance was also approved by Council and is currently in effect.

 

3.              “BRAC” Amendments (Small Business Incentives) – This ordinance is to be sent to Council soon and it is expected to be introduced in December.

 

4.              Omnibus Ordinances – The omnibus ordinances were reviewed by Council workshop last Tuesday and should be voted on this week.

 

5.              Sign Code Ordinance – A rough draft has been created, but it still needs work.  It is expected to be cleaned up by early next year.

 

6.              Construction Shutdowns – This policy has been adopted.  We have asked the County to re-institute the Interested Party notification list so that they can let us know about new policies before we submit plans.  They have agreed to look into this.

 

7.              Electronic CCR Reviews – This process has been implemented.  The County is still working out a few bugs and seeing if the forms can be printed after they are completed.

 

8.              Finalization of the UDC definitions for Non-delineated floodplain, Drainage-way, Swale, and Riparian Buffer Area (as it relates to a watercourse) – We submitted recommendations for the proposed definition of Non-delineated Floodplains, which suggested including a required drainage area of 50 acres.  We will review this recommendation further and prepare additional calculations to justify this area limit.

 

9.              Water Management Agreement – The County is looking at ACEC’s recommendations with the law department.

 

10.           DAPE Engineering Practice Assessor –Fred Schmitt, P.E. introduced himself as DAPE’s Engineering Practice Assessor and reviewed DAPE’s goals for his position.

 

11.           Next Meeting – The next scheduled meeting with Land Use will be held on January 11, 2010 (to eliminate conflicts with New Years Weekend) at 2:00 PM, in the Land Use office.
