Re: NCC Partnering Meeting Minutes – October 5, 2009

At 3:00 PM on Monday, October 5, 2009, the NCC Partnering Committee met to review topics to include on the agenda for the next meeting with New Castle CountyÕs Departments and other local municipalities. The following topics were discussed.
Topics for Discussion with Land Use include:
1.
Enhanced Review (Two Step) Process Ordinance – We will review the status of this
ordinance.
2.
ÒSmart CodeÓ Ordinance - We will review the
status of this ordinance.
3.
ÒBRACÓ Amendments
– We will review the status of this ordinance.
4.
Small Business Incentives – We will review the status of this ordinance.
5.
Omnibus Ordinances
– We will review the status of this ordinance.
6.
Sign Code Ordinance
– We will review the status of this ordinance.
7.
Construction Shutdowns – We will check on the status of the CountyÕs discussion with
HBA on this policy and offer assistance if desired.
8.
Electronic CCR Reviews – We will check on the status of the planned workshop.
9.
Finalization the UDC definitions for Non-delineated
floodplain, Drainage-way, Swale, and Riparian Buffer Area (as it relates to a
watercourse) – We will review the
status and our thoughts and concerns about these definition changes. Bruce Buker will provide our
recommended revisions to the new definitions.
10.
Water Management Agreement - We will review the status of this initiative. They were to talk directly with Bruce
Jones, Chairman of ACEC Environmental Committee.
11.
Next Meeting
– The next scheduled meeting with Land Use will be held on November 2,
2009 at 2:00 PM, in the Land Use office.
Issues removed from the formal agenda, but kept on our
list to remind us to keep track of progress:
1.
Street Trees
– We will take this issue off the agenda until the County has more
manpower available to review the options.
2.
Property Monumentation – We will add this to the discussion on the omnibus ordinance.
3.
Landscaping and Parking Requirements
4.
Water Management Code
Possible topics for future meetings:
1.
Steep Slopes
– At some point we will try to suggest a modified way of delineating
steep slopes that will be easier than the current method. We will hold off this discussion until
after the Water Management Code is done.
2. Sidewalk
Requirements
Topics for discussion with Special Services include:
1. Sanitary Sewer Design Review Time Frames – Update of review time frames.
2. Northern Sewer District – Update of improvements programs.
3. Southern Sewer District – Update of improvements programs.
4. Checklists, Guidelines, Specifications, and Design Policies – Update of revisions and review of our comments.
5. Next Meeting – Our next meeting is scheduled for October 26, 2009 at 2:00 PM. I will confirm with Special Services.
City of Wilmington
The City has hired a firm to revise their subdivision ordinance. Landmark and VanDemark (along with Howard Robinson, DCI, and Zebley) had representatives at a meeting where they asked our opinions on possible revisions. It appears there will be more meetings as the process progresses.
I am preparing a new letter to Newark since they have a new City Manager.
