Re:                   NCC Partnering Meeting Minutes – June 1, 2009

 

 

At 3:00 PM on Monday, June 1, 2009, the NCC Partnering Committee met to review topics to include on the agenda for the next meeting with New Castle CountyÕs Departments and other local municipalities. The following topics were discussed.

 

Topics for Discussion with Land Use include:

 

1.              Two Step Process Code – We will check on the status.

 

2.              ÒSmart CodeÓ Code – We will check on the status.

 

3.              Construction Shutdowns – We will check on the status of this initiative and will ask if they have discussed this policy with the HBA and DCA.

 

4.              Sediment & Stormwater Checklist – We will check on the status.

 

5.              Electronic CCR Reviews - We will check on the status of this initiative and ask if there is a way to allow us to print copies of our entries.

 

6.              Rain Tank Construction Check List – We will review the checklist.

 

7.              Next Meeting – The next scheduled meeting with Land Use will be held on July 13, 2009 (to eliminate conflicts with July 4th weekend) at 2:00 PM, in the Land Use office.

 

Issues removed from the formal agenda, but kept on our list to remind us to keep track of progress:

 

1.              Street Trees – We will take this issue off the agenda until the County has more manpower available to review the options.

 

2.              Property Monumentation – We will take this item off the agenda until the next omnibus ordinance is being prepared.

 

3.              Landscaping and Parking Requirements

 

4.              Water Management Code

 

Possible topics for future meetings:

 

1.              Steep Slopes – At some point we will try to suggest a modified way of delineating steep slopes that will be easier than the current method. We will hold off this discussion until after the Water Management Code is done.

 

2.         Sidewalk Requirements

 

Topics for discussion with Special Services include:

 

1.              Sanitary Sewer Design Review Time Frames – Update of review time frames.

 

2.              Northern Sewer District Update of improvements programs.

 

3.              Southern Sewer District Update of improvements programs.

 

4.              Checklists, Guidelines, and Design Policies – Update of revisions and review of our comments.

 

5.              Next Meeting – Our next meeting is scheduled for July 27, 2009 at 2:00 PM. I will confirm with Special Services.

 

Issues being maintained for future discussion:

 

1.              Specifications – The last update of the Standard Specifications is dated 1975. Special Services is currently working on updating these specifications.

 

City of Wilmington

 

We will maintain contact with the City through Peter Besecker. The City has advertised an RFP for writing new Subdivision Regulations for the City and proposes to ask us if we are interested in helping once the process starts.

 

City of Newark

 

I am preparing a new letter to Newark since they have a new City Manager.
