The following bills that could impact ACEC member firms or their clients have been introduced.

 

  1. HOUSE BILL NO. 197 ö This Bill would allow NCC to use tax increment financing and special development districts to encourage redevelopment in designated areas. This type of financing allows for the issuance of government bonds to finance the redevelopment project with the bond being repaid with higher tax rates within the district. This bill is out of committee
  2. House Bill 217 ö This Bill would allow small businesses to participate in the State health insurance program. This bill is still in committee.Ê
  3. House Bill 227 ö This Bill would allow engineers registered in other states but not in Delaware to be expert witnesses in the Delaware Court. This bill was passed on 6-26-07.
  4. House Bill 233 ö This bill would mandate the school impact that is in place for NCC would be applied state wide. This bill is still in Committee.
  5. House Bill 244 ö This bill would set-up rules for the Transfer of Development Rights (TDR) statewide and would create a TDR Bank for tracking. It would also encourage higher density allowances within the receiving area of the TDR. This bill is still in committee.
  6. House Bill 253 ö This bill is the taxing/fee increase bill that will provide funding for the Transportation Trust Fund. This bill is still in committee.
