The meeting minutes and associated attachments and reports from the June 17, 2009 Executive meeting were distributed at the meeting and were approved.

The meeting minutes and committee reports are posted on the members only page of the ACEC-DE web site, which can be accessed through the members only page with the password: *Engineers1956 (case sensitive).

Treasurer’s Report – Mike Karia / Scott Rathfon/ Mario Gangemi

A treasurer’s report consisting of an account balances report, budget report and accounts receivable (A/R) report (through 7/31/09) was provided by Mike Karia and approved.

Delinquent membership dues were discussed. It was suggested to check with ACEC National concerning their opinion on delinquent dues.

The 2008-2009 Audit Report dated 8/14/09 was reviewed and approved. The review process has been memorialized for future reviews.

Action: Mike Karia to contact ACEC National and Mario Gangemi to contact Macintosh Engineering concerning delinquent dues.

Executive Director’s Report – Mike Karia

Mike Karia gives weekly up-dates each Friday afternoon.

Mike Karia will obtain a liability insurance quote ($2000 deductible) from KT&D Insurance. The board approved using the affiliate member if they were within $100 of the lowest quoted cost.

Legislative Committee – Ted Williams/Rhett Ruggerio

Group discussed keeping transportation funding at the forefront with Transportation Secretary Wicks and Governor Markell.

Rhett Ruggerio met with DNREC Secretary Collin O’Mara. Discussions included energy federal stimulus funds for towns and municipalities. Only 5% has been used to date.

Delaware legislature does not anticipate revising the state budget due to the court decision eliminating single game betting.

Mario Gangemi suggested that the board prepare an FY 2010 legislative initiative brief over the next few months.

AECOM has submitted an application for membership. The application was approved.

Transportation Secretary Carolann Wicks has confirmed for September 23, 2009 at noon.

Potential meetings: DNREC Secretary Collin O’Mara – October 18, 2009 at noon.

Allen Barnett from UD Solar Power Program – November – Mario to follow-up on this program

DelTECH Program overview (representatives from all 3 Counties) – January

Another potential meeting is Dave Culver, General Manager of NCCDLU

Other topics for discussion include forums:

Transportation Committee – Mike Angelo

Report provided. Next meeting is October 27, 2009 at 1:30 pm at the DelDOT Administration Building.

The group discussed a disconnect between DNREC and DelDOT concerning SWM regulation implementation in regard to subdivisions. Mike Angelo will add to the agenda for the 10/27/09 meeting.

Environmental Committee – Bruce Jones/Tom DeLorimier

Bruce Jones and Tom DeLorimier will meet with DNREC Secretary Collin O’Mara on 8/27.

New Castle County Committee – Steve Johns

The fall convention will be held in early October. Voting items are not yet available. Discussions on voting items will be held at the September Board Meeting.

The next Executive Committee Meeting will be held September 23, 2009 at 10:30 am at the Dover Hilton Garden Inn. Secretary Wicks program will follow at noon.
